Berne, 10 July 2000 International Bureau Circular 285 Kyrgyzstan - Illegal postage stamp issues Dear Sir/Madam The postal administration of KYRGYZSTAN asks me to inform you that it has received information about illegal issues of postage stamps in its name. These stamps have the symbol of the State printed on them, just like official issues. They show motifs representing Western show business personalities and have been reproduced in a Japanese periodical. All "Beatles" and "Madonna" stamps with a face value of 20 s have therefore been issued in contravention of the provisions of the Detailed Regulations of the Universal Postal Convention and the laws of the Republic of Kyrgyzstan. As the postal administration of Kyrgyzstan has never issued such postage stamps, they cannot be accepted as a means of postage. Yours faithfully, M S RAMAN |
